The Queensland government has been told to stop trying to recoup money from offenders to cover the cost of providing financial assistance to their victims.
A review of the Queensland government scheme that provides financial assistance to victims of crime has highlighted the growing number of applications from people who have been subjected to domestic and family violence - some of which is ongoing.
Thousands of people turned out for a previous Brisbane rally to call for an end to male violence against women.Expanding the definition of DFV in 2017 led to a surge in applications, now numbering around 10,000 each year. In 2023, applications where the violence was deemed to be ongoing made up 17 per cent of total primary victim applications - up from just three per cent six years earlier.
In some cases, victims will ask VAQ to waive an offender’s debt out of fear for their own safety. For the applications that proceed, few succeed: between 2016-17 and 2022-23, offenders were issued with notices totalling $11.5 million, but only $780,000, or seven per cent, was recovered.“In light of the low rate of recovery, it is recommended that the offender debt recovery function currently being undertaken by VAQ cease,” KPMG concluded.
