The number of dogs that can be taken on a walk at any one time is being reduced to four from six.
Reigate & Banstead Borough Council said the new rule follows a review of the previous limit of six pets.
Professional dog walkers have raised concerned the move could significantly impact their livelihoods, but recognised safety concerns.Rebecca Herrera, who runs the Little Adventures dog walking business in Reigate, said the change could force her to stop doing a job "she loved".
