The centre would be based in Telford and Wrekin Council's former offices.
The plans would include renovating Addenbrooke HouseTelford and Wrekin Council successfully secured government funding for the project last year.
If approved, education provision at the sixth form would be led by Telford College and Harper Adams University. The college currently delivers further and higher education courses from its main site in Wellington.
