Paxton said the rules are an unconstitutional expansion of federal rules and he's leading a multistate coalition in suing the Bureau of Alcohol, Tobacco, Firearms and Explosives for"unlawfully attempting to abridge Americans’ constitutional right to privately buy and sell firearms."
