Transport Secretary Louise Haigh said the Department for Transport (DfT) under her leadership would provide 'full support' to local councils wishing to implement low traffic schemes

has said that decisions regarding road safety measures, such as 20mph zones and Low-Traffic Neighbourhoods , should be made by local communities and authorities rather than the central government.under her leadership would provide “full support” to local councils wishing to implement such schemes, but emphasized that communities must be actively consulted to ensure that road projects meet their specific needs and gain widespread support.

Following consultation with residents, three trials were launched in the village of Whitchurch and Bath suburbs of Weston and Widcombe which became permanent in February 2024. Consultations were also launched in 2023 for an LTN in the Bournville area, but following a mixed response from residents the council is still reviewing the plans. Some traffic-calming measures already exist in the area which were brought in during the pandemic.

The trial scheme would only be in operation on weekdays between 7-10am and 3-7pm to help tackle rush-hour traffic from cars avoiding congestion on nearby main roads. The scheme, called the “neighbourhood management scheme” will run for 18 months.There will be exemptions for blue badge holders, taxis, private hire vehicles, council refuse vehicles, and individuals and community groups in special circumstances such as children with special education needs.

The area previously had LTN schemes in place during the pandemic, but scrapped many of them in 2021 following local backlash.Hackney has the highest number of LTNs of any borough in the country, and in January the council approved plans for further areas to be included.
