Hunters Hill and Mosman councils are up to six times more likely to refuse development applications than other Sydney councils.
The likelihood of building or renovation plans being approved can depend on your postcode, as some Sydney councils refuse up to six times as many development applications as the state average.
Liverpool and Canterbury Bankstown both refused more than 100 DAs in 2022-23 – more than double the number rebuffed by The Hills Shire , Northern Beaches and Blacktown – even though these councils assessed almost twice as many DAs.made up of independent experts scrutinise contentious and complex DAs and applications with the greatest corruption risk. They approved 959 proposals and refused 224 in 2022-23.
Woollahra Mayor Richard Shields said his council took too long to scrutinise building plans but the area’s “treasured heritage and environmental zones” made assessing developments more complex. “Stricter compliance with planning controls is necessary in these areas to ensure the amenity of the locality is preserved and enhanced,” she said.that did not meet housing targets was “simplistic and an unhelpful escalation of a complex problem”.
A Planning Department spokeswoman said the state government was providing planners to help councils tackle backlogs and investigating the use of artificial intelligence to improve planning processes.“Powers are available to the state government, which do not require legislative changes to planning laws, to enact reform and pursue housing targets and completions,” she said.
Mann also said the numbers did not account for councils that refuse to accept applications, cause delays by requiring unnecessary and exhaustive pre-DA meetings or take extended periods of time to accept an application once it is lodged.
