Voters are starting to understand the contradiction between the Indigenous body’s limited powers and what it is meant to achieve.
There are two primary reasons the Indigenous recognition referendum is likely to fail: the name of the proposed body, and the gap between what we are told it will do and what it will deliver. The Voice is no more than an advisory committee, according to Prime Minister Anthony Albanese. But it is meant to help solve society’s most intractable problems: chronic Aboriginal health, educational and economic disadvantage.
The choice of informal English to describe the body is an exercise in government branding that creates ambiguity. In most situations it wouldn’t matter. Governments market brands all the time. As long as they are broadly credible, there is rarely resistance. In this case, the government requires Australians’ consent. You don’t have to be a constitutional lawyer to appreciate the power of enshrining an entity in the Constitution.
“Why has this referendum become so complicated?” podcast host Claire Murphy asked. “Why does it seem like no one has been able to clearly explain what the Voice is, what it does and who supports it?”
