The Gotham War event has concluded with less of a bang and more of a whimper - but everything has played out as its true mastermind had designed.

Instead, victory goes to the puppet master orchestrating things all along: not Vandal Savage, but rather the Batman of Zur-En-Arrh, who has finally succeeded in severing Batman from the last of his allies.
The Gotham War concludes in Batman/Catwoman: The Gotham War - Scorched Earth #1 by Chip Zdarsky, Tini Howard, Nikola Čižmešija, Mike Hawthorne, Wade Von Grawbadger, Mark Morales, Romulo Fajardo Jr., and Clayton Cowles. While Tim Drake leads the rest of the Bat-Family against Gotham's villains, Catwoman and Batman attempt to head off Vandal Savage from summoning the same kind of meteor that first empowered him — before it crashes into Gotham.
Although Selina is later shown to have survived, the experience has left Batman visibly shaken: in the aftermath, he cuts ties with Nightwing and the rest of the Bat-Family and asks them to take "every opportunity to leave this life...before it's too late.
Zur has been provoking Batman into increasingly rash and brutal actions, and the aftermath of the Gotham War shows why: to isolate Bruce from those who could try to help him or break Zur's hold over his mind. Zur's messages throughout have been alarmingly consistent, telling Bruce to become a strongman who doesn't need to be accountable to others in his crusade. Zur wants Batman to cut loose those who would supposedly hold him back.
Batman's Last Defense Is Gone Zdarsky's run on the main Batman title has been building to a conflict with Zur for quite some time. Although Batman may not be aware of how far Zur's control extends, Barbara, Tim, and Dick have all expressed increasing concern over Batman's increasingly violent behavior, which they attribute to Zur's influence.
