Second, they want action to reduce the existing harm of drugs in society. This would involve things like supervised drug consumption facilities, where people who are anyway going to use drugs at least do so in a safe environment.
Third, they want decriminalisation of personal use. This is the key radical step. It would end the meat-grinder, where people facing a health problem are churned into the criminal justice system – traumatising them and costing untold millions in public money.But the Scottish Government has then gone one step further. It recognises that decriminalisation is not enough.
But this time, for all Jack’s bluster and blithering, something has changed. A constituent part of the UK governance system has rejected the consensus.
