The use of oxymoronic phrases like “partial totality,” “90% of the total eclipse,” and “best place for the 99.8% total eclipse” betray that they either don’t have a clue about how a total solar eclipse works, or else they don’t want to miss out on a perceived tourism bonanza.If you see “solar eclipse viewing event”—without a “partial” or “total” qualifier—presume it’s the former. If you have a choice to travel a little way into the path, do that instead.

All total solar eclipses look like partial solar eclipses if you view them from outside the path of totality. They always have and they always will.
