One of the plaintiffs, Kristen Chapman, and her family moved to Virginia in 2023 after Tennessee passed a law banning gender-affirming medical care for transgender minors like her 17-year-old daughter, Willow. Despite facing challenges in finding a Medicaid-accepting provider in Virginia, the family managed to schedule an appointment for Willow at VCU Medical Center in Richmond. However, the day before the appointment, President Trump signed one of the executive orders, and VCU subsequently informed the family that they would no longer be able to provide Willow with care. This abrupt cancellation left Chapman and her family heartbroken, exhausted, and fearful for their daughter's well-being. The lawsuit, filed in the District Court of the District of Maryland, seeks to immediately block both executive orders, asserting that they are illegal and unconstitutional. It argues that the president lacks the authority to withhold federal funds previously approved by Congress and that the order restricting transition care violates parents' fundamental rights and the rights of transgender individuals under 19 by discriminating against them based on sex. The lawsuit highlights the profound impact these orders have on the lives of transgender individuals and their families, forcing them to navigate a complex and hostile healthcare system. It also criticizes the administration's disregard for medical expertise and the fundamental rights of its citizens. Joining the plaintiffs are PFLAG National, a nonprofit supporting the friends and families of LGBTQ people, and GLMA, the largest national association of LGBTQ and allied health professionals.
