He would replace the professionalized civil service with his version of the 19th-century spoils system.
Former president Donald Trump walks out to speak at a campaign rally in Waterford Township, Mich., on Feb. 17. to seek retribution on his political enemies by ordering the Justice Department to prosecute them makes clear that he views the government as a tool of his personal will, rather than the collective one of the American people.
One plan that hasn’t gotten nearly enough attention, however, is Trump’s desire to replace the professionalized civil service of today with his own version of the 19th-century “spoils system.”making it possible for him to fire tens of thousands of civil servants in policymaking positions and to install political allies in their places. It was to be done through a newly created status known as “Schedule F.”to reinstate Schedule F — and, no doubt, broaden it — if he is reelected.
But two-thirds, according to the survey, also believe there are “many civil servants who work to undermine policies they disagree with.” Fewer than a quarter believe that career employees are truly nonpartisan.
