Between April 2023 and March 2024, Wolverhampton Council issued 813 licences for drivers in its area – and 20,375 for drivers based elsewhere.The existing regulations mean that local authorities cannot withhold licences based on area of residence but concerns have been voiced that the practice makes it challenging to monitor standards.
