Since taking power earlier this year, Sir Keir Starmer and his ministers have indicated that resetting relations with the EU put UK-EU relations on a firmer footing. While agreements on issues such as trade, fisheries and defence are top of the agenda, the UK and the EU are also set to explore other ways in which the two sides can cooperate more closely in the future. Some of these schemes could also act as trade-offs and bargaining chips in negotiations as larger issues are discussed.

As the attempts at a “reset” continue, here are the schemes and programmes that could be high on Starmer’s priority list in future negotiations. If Starmer wants to reset relations with the EU, a key first step would be to agree to a youth mobility scheme with the bloc, taking the UK back into the Erasmus+ student exchange scheme. Starmer has faced growing calls to rejoin the programme that allows young people from the UK and the EU to study in each other’s countries. Brussels has been pushing hard for the UK to rejoin the scheme and has attempted to offer concessions over how long 18 to 30-year-old Europeans will be able to stay in the UK under the scheme. Negotiators initially offered a concession of a four-year residency permit for young people coming to the UK under the scheme, but there have been reports that the EU has avoided pressing the issue due to the pressure Starmer faces over immigration. EU leaders are reportedly finalising their negotiating mandate for the European Commission on the issue, and a formal “offer” is expected to appear in the next few months. The UK could explore the option of rejoining the EU’s Creative Europe programme, which awarded €89.5m (£74.2m) to UK-based creative organisations between 2014 and 2018. Earlier this year, the Scottish Government called for the UK to rejoin the arts funding programme to help support the creative sector, claiming that there was not enough funding available from domestic programmes to fill the gap
