Ukraine launched a drone strike on an oil refinery near Nizhny Novgorod in western Russia early on Tuesday, according to the General Staff of the Armed Forces of Ukraine. This marks the second attack on a Russian oil refinery in less than a week. Units of Ukraine’s defense intelligence, working in conjunction with other defense force components, targeted Lukoil’s Norsi refinery in Kstovo, located in the Nizhny Novgorod region, Russia’s sixth-largest city, on the night of January 29th.
A large fire was observed at the facility following the attack, as confirmed by Ukraine’s General Staff of the Armed Forces in a Facebook post that included a photo of the burning refinery. Ukraine stated that the refinery provides support to the Russian army and emphasized that “Combat work on strategic facilities involved in providing support for the Russian armed aggression against Ukraine will continue.”Russia’s Defense Ministry reported on Telegram that its air defense systems intercepted and destroyed a total of 104 Ukrainian drones overnight, but they did not comment on or confirm any damage to Lukoil’s Norsi refinery. This strike on the Norsi facility follows another attack just last week, when Ukraine targeted a major Russian oil refinery in Ryazan, causing substantial damage and disrupting operations. The overnight attack ignited a 20,000-ton oil storage tank and damaged critical infrastructure, including a hydrotreater and railway loading rack. This refinery, processing 262,000 barrels per day (bpd) – nearly 5% of Russia’s refining capacity – came to a standstill, highlighting the vulnerability of Russia’s energy sector amidst the ongoing conflict. Ukrainian assaults on Russian refineries and other energy infrastructure have become increasingly common, with drones serving as the primary weapon for these attacks.
