Could ID checks affect who participates in elections?

The Electoral Commission recommended a small number of other forms of ID could be added to this list, such as:It estimated that would mean about 92.5% of the electorate already had suitable ID. Postal voters, who already have to provide date of birth and a signature, would not require photo ID.Campaign group the Electoral Reform Society has raised concerns it could prevent eligible people voting.
The government plans to offset this risk by introducing a form of identity document voters can apply for free of charge.
