The bill follows on from the Conservative's Renters Reform Bill which ran out of time to progress through Parliament

Housing and planning minister Matthew Pennycook has announced that the Government will introduce legislation on Wednesday aimed at "driving out disreputable landlords from the sector".

This means landlords will not be able to "arbitrarily evict any tenant with a section 21 notice, including tenants that make complaints about things like damp and mould, rather than fix those problems", Mr Pennycook explained to LBC. This comes after research by charity Shelter revealed that since 2019, 26,000 households have been evicted by bailiffs due to section 21 proceedings.

The proposed changes may result in an increased number of tenants taking their landlords to tribunals, for instance to challenge mid-tenancy rent increases. Mr Pennycook stated that he is collaborating with the Ministry of Justice to ensure courts are prepared for this potential increase. The reforms will also tackle bidding wars between potential tenants by legally requiring landlords and letting agents to publish the required rent for a property.

Lord Bird, the founder of Big Issue and a peer, has welcomed the Bill but cautioned that it is not a "golden bullet for renters' rights" pointing out that it fails to address the "spiralling cost" of tenancies. He has urged the Government to uphold their commitments and resist caving to the pressures from the landlord lobby.

He remarked that the termination of section 21 evictions "represents the biggest change to the sector for over 30 years" and emphasized that "sufficient time" is necessary for the sector to adapt.
