The boardwalk in Wildwood reopened Monday morning after the city declared a state of emergency overnight because of “civil unrest,”Wildwood police did not immediately respond to questions about reports of unruly crowds and teenagers not obeying the curfew, which runs from 1 a.m. to 6 a.m. for anyone under age 18 in the city in Cape May County.
