A former dog legislation officer has expressed concern about the strain on frontline police forces since the ban on XL Bully dogs came into effect last year. Michael Barnett, a former officer with Warwickshire Police, stated that a shortage of Dog Legislation Officers (DLOs) has left some forces with insufficiently trained personnel handling a high volume of potentially dangerous dogs .

Despite an increase of 100 DLOs from the initial 120, and an additional 40 slated for training this year, according to Chief Constable Mark Hobrough, the lead for dangerous dogs at the National Police Chiefs’ Council (NPCC), Barnett believes the situation remains critical. He highlighted the immense pressure faced by officers who are tasked with identifying XL Bullies and seizing them, often encountering resistance from owners. Barnett also pointed out that the reliance on kennel space is putting a significant financial burden on police forces. The NPCC acknowledged that kennel capacity is reaching its limits, with costs having skyrocketed by 500% since 2018. The rapid increase in seized dogs – over 4,500 since the ban – has exacerbated this issue. Barnett advocates for the more widespread use of interim exemption orders, which allow dogs to remain with owners under certain conditions, such as being muzzled and kept on a lead. He believes this could alleviate some of the strain on kennel resources. Meanwhile, local authorities have joined the chorus of concern, citing substantial financial pressures on their dog-team officers due to the ban. Policing minister Dame Diana Johnson has acknowledged the cost pressures on police and pledged to ensure they receive adequate funding to manage the situation effectively
