Youth at Texas juvenile facilities subject to abuse, isolation, DOJ finds

The report alleged that Texas authorities failed to protect juveniles at the facilities from sexual abuse, including attacks from staff members. A lack of adequate medical health services and counseling, investigators said, contributed to more dangerous conditions inside the facilities. “We have a zero-tolerance policy toward abuse and neglect and have always fully rejected any abusive behaviors at our campuses,” the department said. The statement did not address whether state officials would pursue the recommendations included in Justice’s report.Federal officials launched the investigation in October 2021 after receiving complaints from two civil rights advocacy groups.
