Housing Association Receives Warning Over Delayed Safety Certificates for Glasgow Home

Sanctuary Scotland has been issued a severe warning by Glasgow City Council due to significant delays in submitting electrical and gas safety certificates for a property used as supported accommodation. The delays, which took up to six months after an inspection, were deemed unacceptable by licensing chiefs. Although the HMO license was renewed, the council emphasized the importance of timely submission of safety documentation. The housing association has acknowledged the issue and stated that changes have been made to their processes to prevent future delays.

A housing association has been hit with a severe warning over the delayed submission of electrical and gas safety certificates for a Glasgow home. Sanctuary Scotland was handed the caution as it took around six months after a council investigation of a southside property for the certificates to be submitted to Glasgow City Council.

Licensing chiefs said the delays were “simply not good enough”. But they did agree to renew the housing association’s HMO licence for the Morton Gardens home, which is used as supported accommodation. HMO licences are required when a property is occupied by three or more people who are not related. Owners need to provide several safety documents, including an electrical installation condition report, portable appliance test and gas safety certificate. Following an inspection on March 24 this year, Sanctuary was told electrical installation and PAT certificates must be inspected by an electrical engineer and sent to the council, with any defects fixed. Council officials also said a gas safety certificate needed to be provided and the UPVC door at the back of the property, which accesses a wheelchair ramp, should be replaced as it was “ill fitting and unable to be closed”. Councillors were told the electrical and gas certification wasn’t received until September 3 while the PAT certificate arrived on October 17. They heard how the repairs to the door were carried out by August 29. Cllr Alex Wilson, SNP, who chairs the licensing committee, said: “You know the inspections are coming, you should have a heads up that we are going to be looking for this.“These items, especially the safety certification, should be getting picked up. We are talking six and seven months after the inspection. That’s just simply not good enough.” A representative for the housing association said there “have been changes made to how that will be dealt with going forward”. She said the organisation has a “separate compliance team that deals with electrical checks and all the fire safety” and a “separate property services team”. The representative had sent over the recommendations made after the property investigation and “chased all these things up for a number of months”, she added. The PAT certificate had been delayed by an “error on the compliance system”, which didn’t show it was required every year.
