Reaper Ltd has submitted plans for up to 210 new homes in Darwen, marking the last allocation for housing in the area since 1995. The proposed development, situated on either side of Marsh House Lane, is subject to an Environmental Impact Assessment (EIA) screening opinion from Blackburn with Darwen Council.

This is the first step before submitting a planning application for the development to the authority.
The two sites, close to the controversial 343 home estate by Altham-based McDermott Homes on Bailey’s Field off Ellison Fold Way, are the last patches of land in east and south Darwen allocated for housing since 1995. The EIA screening report says: “Reaper Ltd is working to design a residential development on land to the north and south of Marsh House Lane, Darwen. The proposed development includes up to 210 homes with associated infrastructure and landscaping. “The applicant is working towards the submission of an outline planning application to Blackburn with Darwen Council as the local planning authority.' The site is around 11 hectares and is located on the eastern edge of Darwen. The southern part of the land and the southern area of the northern parcel are allocated as Housing Growth Sites in the Blackburn with Darwen Local Plan (2021 – 2037). The EIA report said: 'The northern part of the northern parcel is allocated as a Housing Commitment jointly with the land immediately to the west, which does have full planning permission for residential development with a number of homes now completed and occupied, with others still under construction. The proposed development would comprise the construction of up to 210 dwellings across both parcels of the site. “Up to 125 dwellings would be proposed for the northern parcel, with up to 85 dwellings proposed on the southern parcel. For the northern parcel shows residential development will be located on the central part of the site, with the eastern and western edges free from development. “These areas will feature landscaping and public open space. For the southern parcel again development will be focused on the centre of the site with the peripheries free from development. “An existing ephemeral pond on the North-Western corner of the southern parcel will be retained. Access to the northern parcel would be gained via a new simple priority junction on Marsh House Lane. Access to the southern parcel would be taken off Pole Lane via a simple T junction.
