Blackburn with Darwen Council approves plan for 25 new affordable homes on former care home site.

A previously unappealing former care home site on Blackburn 's Shadsworth estate is slated for redevelopment, making way for 25 new affordable rental homes. Together Housing Association has received planning approval from Blackburn with Darwen Council for this project. The new residences will be constructed on the location of the demolished Gleneagles Court, Shetland Close.

This scheme is part of the social housing provider's ambitious £20 million plan to revitalize the 1950s Shadsworth estate. Council officials characterized the land as partially vacant, with an open space area at Shadsworth Road/Skye Crescent A156 covering the eastern portion. The care home situated on the site was demolished last year. In a report by planning officer Christian Barton, it's stated that 'This application involves the erection of 25 dwellings with associated garden and parking areas. The proposed dwellings would be arranged in four blocks, comprising eight one-bedroom apartments, 10 two-bedroom apartments, four three-bedroom dwellings, and three four-bedroom dwellings. The proposed dwellings would be 100% affordable, built and managed by Together Housing Association. Architectural details include a mix of buff bricks, slate-effect roof tiles, grey window and patio door frames, and Juliette balconies for first-floor apartments with grey metal balustrades. Projecting canopies of a matching color will be installed above the front doors. Solar panel arrays will also be incorporated into the roof designs. The proposed garden areas will be landscaped with lawns.Two public comments expressed concerns regarding the project. The main objections were the loss of open space, potential disruptions during the construction phase, a lack of parking for existing residents, and insufficient visitor parking. Policy dictates that residential developments of ten or more dwellings should allocate at least 20% of homes to accommodate the needs of older and vulnerable individuals. Additionally, the council aims to secure 5% of new homes in developments of ten or more dwellings to be wheelchair adaptable. The application successfully meets these requirements. Concerns were also raised about the design and visual impact. However, the proposed dwellings will adopt a contemporary aesthetic, replacing an outdated and unappealing care home that was recently demolished. Regarding vehicle parking, 40 spaces are planned, with 37 allocated for future residents and three replacing those lost adjacent to 7 Shetland Close. There are also numerous parking opportunities available along Shetland Close itself
