A Salt Lake City man who has been terrorizing his neighbors on Chadwick Street for years will not get out of jail. Maurice Charles Raffoul, 43, was in West Jord

Raffoul was transported from the Salt Lake County Metro Jail where he has been incarcerated since November 15, 2023. He was led into the courtroom with a belly chain, handcuffed behind his back, and shackles around his ankles.
