A vacant pub in Blackburn will be demolished to make way for road improvements and a new housing development.

The demolition of a prominent roadside pub in Blackburn to make way for road improvements and housing is set to be approved. Blackburn with Darwen Council’s planning committee has been recommended to grant permission to knock down the vacant and boarded-up former Blackamoor Inn in Roman Road. The dilapidated pub shell in Lower Darwen will be demolished to improve the junction with Stopes Brow and upgrade the pavement on the corner.

This will allow Blackburn with Darwen Council, which owns the building, to earmark the car park for part of a new housing development. On Thursday night councillors will debate the proposal for the site close to the multi-million pound Issa Way, named after billionaire business brothers Mohsin and Zuber, which connects Blackamoor Road to Roman Road. In January the authority’s executive board approved the demolition of the building which had been used to provide temporary accommodation for the civil engineering contractor working on the Growth Deal 3 highways scheme and to support the land assembly for the future housing site to the south of the new Issa Way highway. A planning officer’s report says: “The application site is a disused public house and car park that is located within Blackburn. The site does not have any planning policy protections. 'The public house has been vacant for a number of years and the building is now in a dilapidated state. It has stone and rendered elevations and a slate roof. The building fronts Roman Road to the east and Stopes Brow to the north. “A small courtyard and toilet block are located to the rear (west). The proposed development involves the complete demolition of the public house building and associated structures. “The basement area would be infilled with compacted aggregates with the exposed gable elevation at 142 Blackamoor Road finished in a roughcast render.
