Numbers jumped up by 42 percent from 2022 to August 2023, and are expected to worsen at the next count in November - but are still better than the nadir of 2017

But after years of steady improvements in getting the numbers of rough sleepers down, the level of people sleeping on the streets shot up by 13 percent in 2022. That took it to 102 cases on the night the count was taken, which is the national standard for recording levels of homelessness.

That’s prompted Manchester city council to announce its plans for how it will help rough sleepers this winter — and says it has ‘learned lessons’ on how best to help. It is going to send its outreach teams out from midnight to 4am on winter nights to ensure rough sleepers get the help they need. In Manchester the temperature will only need to be forecast to drop below freezing for a single night for those emergency support plans to be activated and extra accommodation and assistance provided for people sleeping rough.

This increase has been put down to three factors: a squeeze on services, an increase in no-fault evictions, and clearing an asylum backlog. An even larger cohort of 3,600 Greater Mancunians are owed a ‘relief duty’, which is when someone is homeless, and requires authorities 'take reasonable steps to help the applicant to secure suitable accommodation that becomes available for the applicant's occupation' for at least six months. Again, that doesn’t require councils to provide a home, but it they can do so.

The number of people made homeless by section 21 in our region has shot up by 41 percent over the last year, some 436. It means the rate of section 21 evictions in Greater Manchester is 15.2 per 100,000. Nationally, the average is 11.4 per 100,000.
