A partner at a top lobbying firm explains that for potentially lucrative but politically explosive issues, “we have been told these are big politically contentious issues so people in the White House want to be looped in.” These include local-content requirements for electric-vehicle manufacturing and the maximum carbon intensity for hydrogen to be considered “clean”.
