But 71 planning applications over two years old are still in the system

The Belfast Planning system for developments is getting better, council officers have explained, despite stats showing over 71 cases being in the system for over two years.

Councillors were reacting to an internal audit that showed major planning applications in Belfast taking on average twice the amount of time allowed by statutory regulations. The audit showed the Belfast system taking 59.6 weeks for major applications - almost double the statutory target of 30 weeks. Other planning applications took 20 weeks on average - above the target of 15 weeks.

“Whilst the Section 76 planning agreement process was the main cause of delays post-Committee, the most common reason for major applications not achieving the 30-week target was found to be the quality of applications and the need for applicants to address outstanding issues to make their proposals acceptable.

In the latest report, regarding the bad figures last year, blame is also put upon the new Planning Portal system, the new Belfast Local Development Plan, a build-up of applications around coronavirus and staffing issues.
