A large office building in a conservation area has been given permission to operate as a day nursery.
“The property is situated within the inner urban area of Blackburn, within the Corporation Park Conservation Area. A Certificate of Lawfulness is sought for a proposed nursery use on all floors to facilitate a nursery use from the premises.
A planning statement submitted with the application says: “The premises are a substantial semi-detached building currently used for office purposes and have been so used since 1985. The site lies within the main urban core of Blackburn Town Centre.
