Another former Downing Street colleague said his appointment by Johnson meant he was “marginalised” under Rishi Sunak and “excluded from the central decision-making process”. “I think he was slightly hamstrung by the fact that all the other perms who saw him emerge from the Palace, become a Permanent Secretary in No 10 and then get swiftly elevated to Cabinet Secretary ahead of them were relatively disgruntled and actually quite distraught about the fact. I’m not sure they were tremendously supportive,” a contemporary of his said.
