The Gillard government shifted about 80,000 single parents – mainly women – from the parenting payment to the dole by ending a grandfathering arrangement implemented by the Howard government.The then-government planned to cut off parenting payments once the youngest child turned eight years old. The grandfathering arrangement allowed those who were already on the payment in July 2006 to keep the payment until their youngest turned 16.
