Alex Mahon, Channel 4 chief executive, said the broadcaster should take advantage of the “huge creative respect” it already commands internationally. “We think that we have the opportunity to preserve what makes us British and distinctive whilst building our business even more outside the UK.”However, a tangled web of rights issues means Channel 4 can’t necessarily use its most popular shows. Existing deals cut by production companies behind shows includingMs Donelan’s reforms will allow Channel 4 to make its own programmes in-house, instead of commissioning outside providers, for the first time in the network’s 40-year history.

If Channel 4 can produce its own money-spinning hit shows, it will be able to control where they are screened and take a greater slice of the profits. Independent TV production companies that currently supply Channel 4 with all of its programmes warned against new measures to allow it to create its own content.
