The Philippine Coast Guard (PCG) reported that China Coast Guard (CCG) vessels have been repeatedly failing to meet the criteria for innocent passage in Philippine waters. PCG officials stated that the movements of the CCG vessels are neither continuous nor expeditious, warranting close monitoring. The PCG deployed BRP Gabriela Silang to monitor CCG vessel 5901, nicknamed 'The Monster', off the coast of Zambales. The incident sparked discussion about China's response to the Philippines' recent enactment of maritime laws.

This photo released by the Philippine Coast Guard on January 15, 2025 shows China Coast Guard vessel 5901 hanging around near the coastline of Zambales. China Coast Guard vessels have continuously failed to obey the criteria for exercising the right of innocent passage in waters under the Philippines’ exclusive economic zone , the Philippine Coast Guard said on Wednesday.

PCG offshore patrol vessel, BRP Gabriela Silang, is actively overseeing the illegal deployment of CCG vessel 5901 dubbed as “The Monster” due to its size off the coast of Zambales province, the nearest from Bajo de Masinloc . Tarriela also reported that CCG 5901 tried to invoke the 1972 Convention on the International Regulations for Preventing Collisions at Sea against Gabriela Silang, but ironically disregards the more critical issue of its illegal presence in the Philippine EEZ.
