A bystander noticed the woman running and swimming around 6:30 a.m. Friday. About an hour later, they saw her body in shallow water.

The city said it is receiving nine million gallons of water a day from the Gulf Coast Water Authority, which is three to four million fewer gallons than normal.According to the city, the Texas Department of Transportation requested they move the water main to facilitate ongoing work on the Gulf Freeway. The relocation was scheduled to be completed by June 7, but issues with weather, among other things, have delayed the process.

The city said it is receiving 9 million gallons of water a day from the Gulf Coast Water Authority, which is three to four million fewer gallons than normal for this time of year. "The City had pre-filled our water storage tanks prior to this work and the city's water capacity was declining at the expected rate until yesterday," officials said in a media release on June 7.

In addition to asking residents to use less water, the city is suspending around 2,500 irrigation meters. "The city anticipates restricting irrigation meters until we regain full flow from the Gulf Coast Water Authority, which is expected to resume on Sunday," city officials said.KHOU would like to send you push notifications about the latest news and weather.
