Officers in Essex want to speak to the American about an allegation from 2017 but they are waiting for Scottish Ministers to approve his extradition.
English police are being forced to wait by the Scottish Government in their bid to question fugitive Nicholas Rossi over an alleged sex attack.
It’s only then that officers in Essex will be given their long awaited chance to question him about an allegation he raped a woman there in 2017 - just after he fled the US for the UK.Lenghty extradition proceedings at Edinburgh Sheriff Court led to a sheriff, on August 2, approving him being returned to Utah where he is wanted.Despite the huge public interest in the case, the Scottish Government refused to discuss it with the Sunday Mail or state if Constance had made a decision.
