Pendle Borough Council has ended the outsourcing of its contracts when it comes to on the spot dog fouling
The ending of an outsourced enforcement system to tackle suspected littering, dog fouling and bad behaviour in Pendle parks and public spaces is diving opinion.
"Do you agree that we won't be in any hurry to have people like them and their ilk back in the borough? Also we don't see any significant change with littering or dog fouling?" Labour Coun Asjad Mahmood, the new leader of Pendle Council, said: "I agree with councillors Whipp and Ashraf regarding concerns about the enforcement."
But last year, Coun David Whipp claimed there had been 'some awful cases' where 'officers or agents were targeting easy options'. There has been some 'overly-officious enforcement' leaving people in tears. Some people had innocently allowed dogs to wander into areas which were unmarked or not fenced-off. In one case, a Pendle officer intervened and reduced a lady to tears, he alleged.
