Sophisticated criminal syndicates are using cash vouchers and gifts in an attempt to steal disability entitlements from the National Disability Insurance Scheme, with the scale of fraud detected much worse than expected.

, with NDIS Minister Bill Shorten set to float a number of changes on Tuesday ahead of the May 9 budget, which will address over-servicing in the scheme.The NDIS fraud fusion taskforce, created in October, now has 38 active investigations open with almost $300 million of payments under review – an increase of $50 million from three months ago.

The sophisticated syndicates have moved from other schemes – including long daycare, TAFE and tax scams - to target the NDIS. One syndicate being investigated has been recruiting vulnerable Australians to gain access to the scheme with the promise of cash vouchers and gifts, and has been encouraging people to access the scheme by faking medical evidence and diagnosis.It has also been encouraging participants to pay for holidays, lifestyle and luxury items with NDIS money.There have also been reports of funds being withdrawn from plans with no evidence of a service provided, or with evidence that has been faked.
