Burnley Borough Council said 'no' to the plans
A decaying terraced houses cannot be turned into student flats after council planners gave it a firm 'no'.
Documents outlining the plans detailed that the 'application is for conversion of an existing building in a residential area to five flats', adding: “Cobden Street is a residential area that has homeowners, rented market and HMOs in the Bank Hall District. The existing building is three storeys and part two storeys, as a terrace house, and was used for light industrial use in food packaging.
“We have endeavoured to preserve the character of the existing building while renovating it for an appropriate residential use . There is currently only on street parking. Cycle store provision is provided and there is an18 minute bus journey to Burnley College
