A West Midlands council wants to trace offenders after police record 777 complaints in 12 months.
Motorbikes, quad bikes and electric scooters are causing issues, Walsall Council says
Mr Gordon added the problem with off-road bikes spanned the borough but there were "corridors of activity where we would want to take targeted action", according to the"We're gathering lots of data and we're starting to get the evidence together to be able to deal with this in a proactive way. The message from ourselves is 'we're coming to get you and your bikes'," he said.
Police were "coming around to" the use of drone footage to track offenders, confiscate and crush vehicles, he added.
