Those reports date back to 2016.
Houston Police internal email indicating Troy Finner knew about cases being suspended because of the lack of man power.In an email dated July 20, 2018, Finner states “this is unacceptable, look into it and follow up with me.” Within 3.5 hours, Finner wanted Deese to look into the case and “follow up” with him instead of calling for an investigation.
