Encinitas’ long-awaited Pacific View Arts Center opened Tuesday morning. The transformation of the old Pacific View Elementary School property started in 2014.The new Pacific View Arts Center in Encinitas hosted its grand opening Tuesday morning, a decade after the city purchased the long-vacant, former elementary school property.

Out in the parking lot, artist Kate Joiner stood before an easel doing a plein air painting of the exterior of the brightly colored facility. Painting outdoors wasn’t something Joiner typically did, but she said she was learning to become more comfortable with it.
