A San Diego judge ordered two years of probation and 100 volunteer hours at any nonprofit organization within six months for the former council member.

Andrea Cardenas, who knocked off an incumbent Chula Vista councilmember in her first run at public office in 2020 and later resigned in mid-term, was sentenced to probation and community service Wednesday after pleading guilty to two felonies earlier this year.

“The last 10 months have been the most difficult of my life,” she said, adding that she has received online threats and been “screamed out on the street in front of my house.” The siblings were first charged with a combined 12 felonies last fall related to a Paycheck Protection Program loan taken out by the political consulting firm Grassroots Resources.

The siblings managed to secure the federal funds by claiming to the U.S. Small Business Administration that Grassroots Resources had nearly three dozen employees. The named workers were actually employed by Harbor Collective, a San Diego cannabis dispensary and Grassroots Resources client, investigators later found.

Her situation was at the center of a public debate about the challenges of maintaining public trust while facing criminal charges. But Chandelle Boyce, deputy district attorney, said Andrea Cardenas minimized her culpability when stating to a probation officer that she “was not fully aware of what was going on.”“She is not a child. She is an intelligent woman and a lot of the actions in this case were simple.”
