following an inquiry into why it took more than two years to finalise its probe into the former premier, known as Operation Keppel.
Gail Furness SC, inspector of the ICAC, began the investigation after receiving complaints over the delay and the media presence when it was furnished in the NSW parliament. She concluded the time taken did not amount to maladministration, adding that while the issue was serious "it was not unreasonable, unjust, oppressive or improperly discriminatory".The inspector also acknowledged the "enormous" impact of the delay, noting that Ms Berejiklian resigned because she could not predict how long it would take for ICAC to complete its investigation.

Just days before the report into the former premier was due to be released, he accused it of a political lynching, calling for the body to be reformed."Given they have just been granted even more unprecedented, extraordinary powers by the Minns government, this will be a test whether ICAC has acted within the law."
