Travis J. Fults was driving over the speed limit and under the influence of alcohol and multiple drugs when he caused a two-vehicle crash that claimed the life ofIn addition to a felony count of vehicular homicide, Fults is charged with misdemeanor counts of driving under the influence of alcohol and driving under the influence of a controlled substance, along with five related summary traffic offenses, including reckless driving and driving under a suspended license, according to court records.

According to state police, Fults was driving south on Baltimore Pike in a Lincoln Continental at about 10 p.m. when his vehicle struck the driver's side of a Mitsubishi Outlander driven by Cook, who was crossing Baltimore Pike on Roland Road to continue onto Hoffman Road. Fults' vehicle was traveling between 74 and 92 miles per hour -- more than 30 mph over the speed limit -- when it struck Cook's car, state police claim.Troopers found multiple open and closed alcoholic beverage containers inside Fults' vehicle at the crash scene and detected a strong odor of alcohol emanating from the car, according to the criminal complaint affidavit.

Investigators had Fults' blood drawn at York Wellspan Hospital. Test results showed a blood alcohol content of 0.124%, which is over the legal limit of 0.08% in Pennsylvania, along with a combination of marijuana and Benzodiazepine, a type of depressant normally associated with the prescription drugs Valium, Xanax, Halcion, Ativan, or Klonopin.
