The spending watchdog's report also pointed out that the facilities are housing far fewer migrants than expected. By the end of this month the Home Office expects to have spent at least £230million developing Wethersfield, Scampton, a student hall in Huddersfield and the Bibby Stockholm mooring in Dorset.

'The Home Office originally assessed that large sites would be around £94million cheaper than hotels,' an NAO spokesman said. 'Its latest estimates suggest they will cost £46million more than using hotels.'
