PAGASA said flash floods or landslides are possible due to moderate to at times heavy rains. Rough to very rough seas are forecast over the western seaboards of Luzon. Fishing boats and other small sea vessels are advised not to venture into the sea, and larger sea vessels are alerted against big waves.
