Councillors have recommended approval for the construction of three luxury homes on a plot of land in Blackburn, despite local objections.

Three ultra-modern luxury homes are now set to be built on an empty plot of land on the edge of Blackburn . The ambitious development on the site of the former ‘Billinge Crest’ house at the junction of Billinge End Road and Woodgates Road has been recommended for approval by councillors. Luke Ellis originally wanted to build four large five-bedroomed detached houses with a choice of basement cinema, gym, spa, and games room.

But after discussions with town hall officials on the development’s impact on nearby trees, he altered the proposal to three properties. When Blackburn with Darwen planning committee meets on Thursday evening, they will consider an officer’s report which recommends approval with 20 conditions. This is despite five objections from nearby residents over concerns including the density of the new houses, privacy and loss of natural light, loss of trees and highway safety. The report tells councillors: 'This application is reported to the committee due to the number of objections from neighbours and the number of amendments made during the course of the application (including reducing the proposed number of dwellings from four down to three). 'The application seeks to erect three detached dwellings on a largely cleared site which already benefits from a previous planning consent for demolition of a single dwelling and the erection of two new dwellings. Assessment finds that on balance, the proposal is considered acceptable and would not have a material unacceptable detrimental impact on the residential amenity of neighbours in terms of light, outlook or privacy, nor would it compromise highway safety, or the character and appearance of the area/street scene, and the scheme can be accommodated without undue damage to protected trees. “The surrounding area is semi-rural in character, located on the urban fringe of Blackburn.
