The Home Secretary has repeatedly pledge to target 'low-quality' courses as a method of curbing foreign student numbers, but the plans are understood to have faced significant pushback from Cabinet ministers 🔴 Exclusive from poppyeh and singharj
They said it would create an arbitrary funding gulf between top universities allowed to attract the best foreign students and their families, and lower-ranking institutions that would be shut off from the global stage.
Government sources also said it would create tricky situations where a university might be deemed top-ranking one year, and therefore allowed to permit its foreign student intake to bring family members with them to the UK, but then slip down the rankings the next year, and suddenly be prohibited from doing so.
A senior Government source said that while there have been robust discussions over which limits to impose on foreign students, a final plan has not yet been submitted to Downing Street. It comes as a report published earlier this week by London Economics showed international students boosted the UK economy by an estimated £41.9bn last year, jumping around a third over the past three years.
