Bill Shorten is likely to be called on to shake up how individual NDIS participant budgets are decided to improve the “bureaucratic and unfair” program.

The reviewers of the $42 billion National Disability Insurance Scheme are expected to urge Bill Shorten to implement more rigorous and tailored assessments of participants’ needs to cut spending growth and to improve the “complicated, bureaucratic and unfair” program.stress that any shake-up to how participants’ overall budgets are determined should not be construed as a return to the ill-fated “independent assessments” canned by the former government.

“This is a comprehensive process that will ensure it gathers information equally and, above all else, will have people who are trained and have enough time to undertake it. So I think it is vastly different to what was being planned with independent assessments.” Ms Paul said the “whole ecosystem for supporting people with disability has not done what it was supposed to do”.
