House and Senate members have agreed to split control over the $700 million in surplus revenue, with each chamber getting $350 million to distribute to one-time projects.
This rendering from the fall of 2023 shows a proposed land bridge that would connect downtown Cleveland to the Rock and Roll Hall of Fame and Museum, Cleveland Browns Stadium, and other lakefront attractions. Lawmakers are preparing to pass a capital budget that would appropriate $20 million toward the land bridge's estimated cost of around $230 million.
The exact budget legislation and the full list of projects slated to get funding hasn’t yet been released, and lawmakers will likely make further changes before passing it. But the bill will include $1.
Senate leaders will announce Monday how they intend to spend their chamber’s half of the one-time money, according to Senate Minority Leader Nickie Antonio, a Lakewood Democrat. While the House and Senate will introduce twin capital budget bills next week in order to hold legislative committee hearings, Edwards said, when lawmakers reach a final deal on a capital budget they’ll pass it as part of House Bill 2, the legislation that the House passed back in February.
